I can't possibly imagine why someone would begin by trying to pick up a favor from a corporate entity in front of a global audience vs. in a private conversation. Sure, an agent may be empowered and willing to do something for you privately over the phone, but on Twitter anything done for one person would automatically become the minimum they'd be expected to do for everyone else. Why was any of this surprising to you? Why is Twitter your go-to in conversing w/ a corp entity - do you feel you can put them on the spot or something? If so, I don't think you understand how this stuff actually works.
I don't know how exactly OP reached out on Twitter, but speaking generally, there is also such a thing as a direct (private) message on Twitter and a lot of e.g. airline transactions/questions etc can be handled easily and asynchronously via Twitter DM. So I would not automatically assume that "reaching out via Twitter" necessarily means "publicly"
