For UA flights, the ONLY airport where you can do I-I transfers without the passenger needing to recheck bags is IAH, all other UA airport transfers including ORD will require rechecking ( the general norm in the USA with a handful of exceptions and limited carriers -- such as DTW, only DL)

No, at IAH, many UA I-I flights, you will not receive your bags and will not need to re-check the bags BUT you still need to make a customs declearation.

Yes, for all UA international arrivals (with the exception of some I-I at IAH or pre-clearance arrivals) you will have to your bags in your possession to clear customs -- and if connecting, you will need to recheck.
Arriving from a pre-clearance airport, the arrival with be considered domestic, not international.

Note there was a recent test at IAD for I-D connections without the need to take possession of your bags and rechecking, that has ended.
