PVR isn't pre-clearance so you will have to get your bags in the Terminal 5 customs hall, have them cleared by CBP, and then re-check them at the United re-check counter before heading over to T1 for your flight to FRA.

I believe IAH and a few other airports have some I-I transfers without physically claiming luggage, but I'm not aware of this happening at ORD.
