Has anyone had experience with bags actually being checked through international to international through ORD? I have a flight PVR-ORD-FRA and a colleague cautioned me that in spite of United's policy, that it's highly likely that the bags will get offloaded for customs in ORD and not directly transferred, simply because it's ORD, and difficult to get returned.
