yes, BA Silver (OW Sapphire) can use AA Admiral's Club or Flagship Lounges on any itinerary (departing or connecting, but not as an arrival lounge)

Technically you may be able to use the BA lounge also, but they are not open all the time, and may restrict access due to "crowding" issues, if you are not on a BA flight.
