Many NY hotels, not just Hiltons, have done this for a number of years in order to discourage people from using them as a luggage drop. But, I've never understood how $1 deters that and I've never heard of it being applied for a customer. I'd drop Hilton a note pointing out tha you were a customer waiting for your room.
