Look, DL has not had declining service in recent years. It has been constant, if not slightly improving. What probably has happened, however, is you've become accustomed to their strong service. This makes it more noticable when something isn't good.
I certainly agree that DL has better service standards then UA or AA but is that the standard to just be better then those two or to be the best in the world? If its the world then DL has a lot of room for improvement.
With that said I do find that the majority of my flights have standard service levels but nothing that leaves an impression. I have never left a Thai Airways, Swiss Air, Singapore, or Cathay Pacific flight and not felt like the level of service whether in coach, business, or first was not top notch. On the flip side I have never left an Air France flight feeling like the entire passenger cabin was not a burden on the flight crew.
On the DL side of the house I have never had a SLC flight crew or while in SLC not meet or interact with anyone that is below a 9.9 out of 10 and I think SLC has the best hub by far for DL at an employee level. On the flip side ATL ground staff is hands down the worst DL hub (which still confuses me as you would think being across the run way from the global HQ would mean people would be more on their toes)
