Does 45 not include people from that ship, or they only include people with Jpn citizenship, or what’s the deal?
Maybe they're still officially not allowing non-Japanese passengers to enter the country, even if they're being treated in a Japanese hospital, and so not reporting those as part of it?

ETA: in the link they're listed under Others (61) for the country, which matches the red blob next to Yokohama.
