We don't know if it's during transit or not. More likely, they were infected by other pax onboard, but the question remains: Where is the other pax? I also would not discount the possibility that they were in close contact with someone infected either when passing security, lounge, or at the gate. In which case, it may be another pax transiting via HKG and would not necessarily cause causes around the airport. Still, we have to know where the virus came from before we can comment more.

The news was released a couple of hours ago and was announced by the Minister of Health and Welfare of the ROC, so I would say it is very credible.
