They always claim the bags... and then they sit there until someone makes a claim. If they saw they were tagged to YVR they’d put them on the connection belt or something, but it would be a risky move. Not sure I’d want my bag sitting in YYZ baggage claim for an excess of 3 hours. Especially since it’s technically publicly accessible.

I had a similar situation in LHR where my bags were tagged to YYZ (originating in ZAG), under one PNR. They were offloaded at LHR. Great experience after a 4 hour delay, we had to pull them from T2 to Sofitel (T5) and back in the morning. An employee told us we could leave our bags on some cart, and they’d be taken to the AC flight. I did not want my bags sitting overnight at LHR, so I just took them with me. I’d imagine it would work similarly at YYZ.
