From the KLM web site. It seems that FB Silver and higher always get one free checked bag.

"Flying Blue members get benefits when flying... Regardless of the ticket conditions, the benefits of your Flying Blue level apply. Elite and Elite Plus members can check in one extra piece of baggage (max. 23 kg), completely free of charge. Explorers get a EUR 10 discount on the baggage fee, if bought before check-in is opened. This goes for all ticket options."
