If I were being picked up from SEA, it would just be from the arrivals level. The times I've picked up my mom, I've parked in the garage and walked in no problems but I do so to help her with luggage. The hourly garage is attached and I think it's either free or like a dollar or to to park there short term.

It's a lot faster to be picked up from the airport itself than the rental car center.
