I would assume “boots in another bag” really refers to a small boot bag that holds the boots and not much more (you can usually squeeze in a few articles of clothing). The idea is that they will only charge you for one bag for a “set” of skis/boots/poles. You can put two pairs of skis in a ski bag but two pairs of boots will require a large boot bag and they might not include that as part of the ski set but as a separate bag.
