So whilst the parents of the OP on the face of it may not be able to rely on the EU regulation for compensation, there is a fair chance that TK will nevertheless pay compensation under the rules unless the delay of TK59 was caused by extraordinary circumstances (outside the control of the airline).

my parents didn't make it to the 17.20 pm IST-VCE
flight.
they arrived at IST around 17.01 due to unspecified departure delay in BkK.
it caused a lot of panic on my and their end but thankfully, they were rebooked to the next day flight to VCE, given free hotel stay and dinner.
I read on the Turkish flyer rights doc. that if the delayed flight has 2+ hours of delay there is a reimbursement. Anything less than 2 hrs is not eligible. Can someone please confirm this?
