So whilst the parents of the OP on the face of it may not be able to rely on the EU regulation for compensation, there is a fair chance that TK will nevertheless pay compensation under the rules unless the delay of TK59 was caused by extraordinary circumstances (outside the control of the airline).
My recent data point, and another one I've seen recently, suggests that TK make no acknowledgement of liability under EC261 (or the Turkish equivalent) at all, but will offer more and more miles until you accept that as compensation.
