There are not too many data points. My impression from having followed this thread and the first time GE applications thread is that it takes the same amount of time as when applying for the first time.

CBP got back to me same day asking for additional details about my application. Four days later, I get approved. Could be coincidence, but I will be thanking CBP anyway!
