The Instant Upgrade on PN is working exactly as designed. It’s not supposed to clear immediately. It used to clear at booking, and people complained, because they were unable to get a receipt that said Economy, and they had to explain that they didn’t actually purchase a F ticket. Now, they could give you an option to add yourself to the waitlist, instead of monitoring PN; I agree with that. But that’s not broken IT, rather a feature request that hasn’t been high enough priority to implement yet.

If you’re talking about instrument upgrade issues, I don’t think anybody is making excuses for UA. “Normal” doesn’t mean “OK.” It just means “other people are seeing these issues too.” What’s the point in getting angry about something you can’t control?
