It is strange.
SQ is responsible for requesting missing miles from OZ and furthermore, OZ probably can't do anything without direct access to the KrisFlyer system. I would keep pushing SQ for the miles.

Have you tried requesting the miles online yourself via the KrisFlyer "Make a claim" form? It might lead to a faster resolution.
