Tor (SA-15) isn't capable of taking out a bird at FL330; you need something like Buk (SA-17) for that.
Iran has a cheap knockoff copy (Ra'ad) of the Buk M2EK, but those aren't likely to be wheeled over to Afghanistan anytime soon.
