I have to correct you again. Because I was in 1986 in Soviet Union.
As for 'punishing' - full extent of the disaster people of Soviet Union didn't know until 5 (five) years later. On May 1st 1986 full blown Labor Day celebration was in Kiev with marching schoolchildren while open core of the reactor was couple of hundred km away. People who participated in clean-up, so called 'liquidators' signed non-disclosure papers with KGB.
So, as I said, I would not be hopeful that Chinese people will do or even capable to do anything with the current political system. 99% of the local population was and is not aware about 'Xinjiang re-education camps' and even if they are aware - they don't bother and don't see a problem with it.
