Let me see, there are 3 choices of airlines ORD-TYO: ANA, JAL and UA. It's not easy to sort 1st and 2nd place but 3rd place is abundantly clear. Maybe UA thinks by offering economy class some earplugs and eyeshades they'll just fall asleep and not notice the horrendous meals and indifferent service.
