I think that depends on the category/ operation of the ILS system in place as every category has a different decision height (e.g. the point the pilot can verify that the plane actually lands on the touchdown zone and can safely roll out) and RVR. MUC which has Cat 3b (I believe) requires 15m decision height and a runway visual range of 50m.
BA requires an RVR of 75m.

Zero at last count. The technology for the approach exists, the problem is you can't taxi anywhere once you have landed, therefore it is pointless installing it.
