20 PP would represent a RPU and RPUs have not been extendable in the past.
You find all long discussion here if PPs from RPUs are extendable and earlier on some were having greater success but still a YMMV.
I ended up converting an expiring GPU and 2 RPUs over a month ago and it went through without a glitch. I will say the agent I spoke with was somewhat confused about things are this was all relatively new and just pushed 80 points through. But I get it, perhaps now if you have only one RPU left the agents now know the deal better and are playing the "no RPU extension" game. Seems petty but it is what it is.
