Vietnam still requires an online application in order to take care of the visa on arrival. While it may take as long as 3 days, it often only takes 2-3 hours. A pity for OP, but I would have done the online form at PHX and asked AA to rebook me for the next day and then done whatever it takes to push the thing through.
