I changed the currency to Japanese Yen and submitted the amount that I want to bid in yen and it went through. You may want to give that a try.
Thank you, Hachinana! That is great advice and something I would not have thought to do, especially as when I log in, the website says that all fees, etc. must be charged in CAD. The opportunity for a bid submission on my first two flights has already expired, but I could try it on a return flight.
I changed the currency at the top of the page to yen and tried to submit the bid. I still received the same error message, BUT this time the bid 'status box' says "your offer has been received". So I feel that it has gone through.
