SOTO hasn't been an issue in about 20 years.

UA will allow AA to issue that ticket, although there may be a surcharge (I looked at a sample ORD-CMX fare and it has this language in Category 12 (Surcharges):

THE PROVISIONS BELOW APPLY ONLY AS FOLLOWS -
TICKETS MUST BE ISSUED ON UA.
THERE IS NO CHARGE FOR TRAVEL PER FARE COMPONENT.
OTHERWISE
A SURCHARGE OF USD 93.02 PER FARE COMPONENT WILL BE
ADDED TO THE APPLICABLE FARE FOR TRAVEL.
Whether or not AA will actually sell you the ticket is entirely up to them.
