I would tend to agree, but I think you have overstated Frankfurt some what!
I hear people say that Frankfurt is good because it is close to Mainz, Heidelberg, and Wiesbaden, I often think about people describing Sacramento as good because it is close to Tahoe, San Fran, etc.
When the top things about a city are that it is good to be somewhere else......
