For professional services it is usually a set % of contract for travel and expenses and then they get on with it. Either using rack rates or corporate rates.
Except the govt has a limit on the amount it will pay for a hotel room --- that said, I know of people who were attending a meeting at a hotel, had to stay somewhere else to stay within the per diem rates and wound up having to pay more on hotel and cab fares, than it would have cost to stay at the meeting hotel.
