Because of the CNY, many travel will be confined to within Mainland only. Also - the weather is not yet warm enough to encourage transmission. Based on SARS in 2003, things will get worse beginning the end of February.
Many Chinese in HK return to their families in the mainland. They can easily get infected and bring it back to HK en masse.
