They just finished the 40% bonus sales Dec 31, so Feb is very unlikely. The 40% bonus sale usually crops up about twice a year, sometimes there are 30% bonus sales in between.

If it is just 10K that you need, I would not gamble on waiting for a sale and see a booking opportunity disappear. Might be best to just buy the points now. HR Osaka rates often vary greatly between weekends and weekdays; you might want to consider splitting your res, using points for the weekend and just paying for weekday.
