The only way that I see this happening is if you book online using a CC that gets declined or somehow the res gets made but doesn't get ticketed due to the CC.
THEN you goto the CTO to pay for it. But I see this as a definite longshot.
I'm guessing in the scenario you describe above they will ignore the res and create a new one or do something else that would trigger the booking fee.
