I often bring a daypack backpack as a personal item, in addition to a standard carry-on, and have literally never been stopped on any carrier (including BR), except to weigh it (usually has toiletries + laptop at most). Basically if it can reasonably fit under the seat in front of you, you will be alright. Your tote looks fine.
