My guess is that the upgrade was processed, but the ticket was never reissued (a very important part of the process). When you got to the airport, technically, your ticket was not
valid as it had not been reissued, so you lost the upgrade. Mess up on Delta's end. I would attempt to get the RUC extended, but it may take a lot of work on your part.
