Confirmed, I called at 4am PST yesterday to cancel a booking due IROPS on my flight YVR-YEG, got full refund (Econo fare). Call answered within 2 minutes. The refund took a bit longer since I used upgrade credits and with the new system the agent had to call ticketing, but YES the earlier the better.
