Out of the ~40 hotels I've stayed at in Europe, I'd wager at least 2/3 of them had either a coffee maker or an electric kettle with instant coffee. The ones that didn't typically had free coffee somewhere within the hotel.
Personally, I agree with the OP that in-room coffee and tea should be available in all mid-size or large hotels. I usually need a cup of coffee while I'm waiting for my spouse to get ready to go to breakfast

. But as long as I can get one within the hotel, I won't be too bothered.
