As long as you are on a single ticket, they will provide the hotel voucher regardless of whether a shorter connection is available. For now, this is being done to reduce airside congestion as the new terminal opens up in phases.
That is not what Ethiopian Airlines told me by email when I inquired about a free hotel or even a paid overnight package. They explicitly (and rather bluntly) told me that they would neither provide a hotel nor a visa as my ticket did not meet the conditions...
