During an IRROPs situation a lot of things change, so its easier just to adopt a policy of "let the chips fall where they may", rather than speculatively rebooking, only to have those arrangements fall through.

A few years ago, AC did a major crackdown on its staff doing changes, upgrades, etc. (with waived fees), that weren't strictly according to policy, but were based on common sense. In response to a management 'belief' that a lot of revenue was being left on the table. An atmosphere of fear developed. Stories circulated with AC managers calling unionized staff into their offices to 'discuss' their records of handing out fee-waived changes when official criteria (such as insufficient MCT) hadn't been met. So front line staff, even if they knew that a connection was likely to be broken, even if not yet official, simply gave up.
