I would say this is playing with fire.
Doing this on a rare, occasional basis -- you are probably OK
Doing this on a regular, multiple times a year (and with multiple airlines) and you may get caught.

Airlines understand some people book these refundable tickets because their plans change, but holding space does create problems (and lost revenue) for the airlines, something they don't like --- so be prudent. Don't be like the case referenced earlier and create a pattern that is obvious
