In my case I always checkin using the app and get the upgrade about 60% of stays. I am just ending a weekend stay at the Hilton Dublin Kilmainham; I saw in the app the room upgraded from the basic to the studio suite top floor the evening before the stay when I checked in.
I believe it depends on the property you stay and occupancy rate.
