Although IHG should be able to sort out the apparent continuing “training issue” so the the hotel complies with brand standards etc. they won’t be able to refund your credit card as that’s still between you, the hotel and your CC company.
Also did you get an invoice for whatever they’ve charged you to see what they booked it against (ie accommodation or breakfast or something else)? You may also find that the bill is addressed to IHG rather than you - something I’ve received myself once or twice when checking out of reward night stays at one UK Holiday Inn although I was still never charged.
I never receive any bill from the hotel, just a charge from my credit card. It should be easy to dispute but it takes time and effort (my CC provider needs me to print a form and send it physically to the right department).
