I’ve changed my mind about which flight to take out of China while on TWOV many times. It’s never been a problem. Just make sure you’re still leaving via a permitted port (and if flying, with no stops elsewhere in China), and make sure it’s still within the time period of your TWOV, and it should be fine.

I also just the other day landed in CAN with a “confirmed itinerary” from a tour operator to Macau to take me over the Zhuhai border, and it was accepted for TWOV.
