I was offered emergency oxygen on two separate occasions by FA's on NZ and I was never asked to pay anything. On both occasions, I was feeling ill and the oxygen was only offered for 10-15 min. max (and that's all it took to do its trick). I didn't know that they could have charged me a fee.
