I have never suggested a client to book last minute for hotels if we're considering flexible rates.
In some cases, even have booked flexible rates knowing we're aiming to change to pre-paid rates later on just to buy some time and hold the inventory.
It's very normal to make rate adjustments nowadays due to dynamic pricing.
