If you got an economy class meal in PP on a transatlantic flight (i.e., not a premium transcontinental flight between EWR/BOS or SFO or EWR-LAX), and you didn't get your amenity kit or bedding, then yes, you should complain and should expect a travel voucher.
Are you sure you were in PP? Purple seats that feel like domestic first? Leg rest? Or were you in Economy Plus? Did you pay extra for PP? Was your ticket sold in a different class of service?
