I operate on the rule of waiting until mid to late Jan that year, because many hotels will only have RACK loaded prior. I never book prepaid, and as above, Virtuoso and other programs tend to be flexible anyway. I tend to secure the room or suite I want and check it every now and then until the stay.
Prices can go down because a block of held rooms are released, or they can go up because of decreased availability.
