If you’ve booked flights using an AMEX 2-4-1 you can cancel and the voucher will be returned so you can book new flights in any band you wish.
No, it's a rule that applies to the Amex and Chase 241s also. While you are correct that you can cancel the Amex and Chase 241s and they will be returned (if not expired) so you can rebook, many people do not want to cancel and rebook as they will lose the outbound space and it may not return to availability. Others will not want to cancel and rebook because their 241 may have expired.
