I'm not sure how big a fuss RoI mailers make a fuss about signing the passport on receipt, but the BNO mailer package does have a pamphlet on which is printed "Please ensure that your passport is signed." Which my wife proceeded to ignore until I prompted her
I found the pamphlet in her travel docs drawer. Bit astonished she chose to ignore it.
I think my wife's aversion to manuscript signatures came from a similar incident with a bank just before passport delivery. While executing a bank document at the branch, the staff were so strict on her signature the form had to be redrafted six times, and she got a bit upset at the end of it. Since then, TouchID has been her best friend, as she can electronically send me money when physical cheques are required (and living in Hong Kong, they are).
