UA's IT systems are certainly struggling right now. I have two upcoming trips and none of the flights mentioned "CPU Eligible" on the reservation pages (all are domestic). I did the iPhone date hack to see where I was on the various upgrade lists and, sure enough, I'm nowhere to be found for any of the flights. A call to UA and they had to get a supervisor to fix my reservations and actually make me CPU Eligible for the flights.
