I would be very appreciative if anyone has any idea of how much this would likely be? Of course, if there is spare occupancy then that occupancy is perishable so there maybe room for negociation.
Secondly, I assume possible upgrade from Premium Economy / Elite Class to Royal Laurel cannot be negociated with the cabin staff.

Cash Upgrades
EVA has very strict rules for cabin crew. I haven't seen they solicited or accepted cash upgrade after departure.
A friend of mine got upgrade to Royal Laurel from Premium Economy because PE was oversold during the holiday season. (EVA changed the name to Premium Economy from Elite in 2018.)
