Secondly, I assume possible upgrade from Premium Economy / Elite Class to Royal Laurel cannot be negociated with the cabin staff.

EVA has very strict rules for cabin crew. I haven't seen they solicited or accepted cash upgrade after departure.

A friend of mine got upgrade to Royal Laurel from Premium Economy because PE was oversold during the holiday season. (EVA changed the name to Premium Economy from Elite in 2018.)
