This is also why I'm convinced the information above from 24L is incorrect.

In fact, I believe that the change fee waiver when changing cabin is not an "AC policy", it's actually part of (AFAICT) all of AC's fare rules, and shown as such:

TICKET UPGRADE - PASSENGERS UPGRADING TO A
BUSINESS CLASS FARE J-/C-/D-/Z-/P- OR PREMIUM
ECONOMY FARES O-/E-/N- WILL NOT BE
ASSESSED THE CHANGE FEE.
ALL OTHER RULES MUST BE MET.
ANY NONREFUNDABLE AMOUNT REMAINS NONREFUNDABLE.
Any AC agent that initiates a change from Y->O/J or O->J wouldn't be prompted to collected a change fee at all.

The upsell (UPS) waiver the agents use is (or at least was), IIRC, specifically for a situation where a passenger wants to change fare to a higher one, without changing flights (so literally everything stays the same, except a different high fare/inventory). That's when the agents are prompted to collect a change fee, and then waive it with "UPS" (upsell) waiver code.

Though maybe some things changed with Amadeus?
